Tampa Hillsborough Expressway Authority Welcomes Raul Rosario as Director of Toll Technology and Customer Experience

Tampa, FL (January 21, 2025) – The Tampa Hillsborough Expressway Authority (THEA) is proud to announce the addition of Raul Rosario as its new Director of Toll Technology and Customer Experience.

Rosario brings over two decades of expertise in tolling systems, technology innovation, and customer service excellence to THEA. Previously, he served as Associate Vice President and Senior Director of Operations at TransCore LP, leading daily operations across 13 tolling facilities in the Mid-Atlantic region. In that role, he was responsible for managing a $50 million portfolio and overseeing strategic decision-making to achieve financial objectives. 

In his new role, Rosario will oversee toll system operations, lead technological advancements, and ensure seamless, customer-focused experiences across THEA’s Selmon Expressway network.
