THEA’s Mission

The Tampa Hillsborough Expressway Authority was established by the Florida Legislature in 1963 as a transportation option to bring roadway infrastructure projects online sooner without using public funding.

Since then the agency has committed to the progress and future of the Tampa Bay region by providing regional connectivity to residents and visitors. In 2015, THEA developed its Strategic Blueprint outlining the agency’s mission, vision, and goals for the future:

Our mission is to provide safe, reliable, and financially sustainable transportation services to the Tampa Bay region while reinvesting all customer-based revenues back into the community.

Vision

Our vision is to lead, partner, and implement safe, economically-sound, and innovative multi-modal transportation solutions for our Tampa Bay community.

Goals

  • Prepare THEA’s staff and Board for future expansion

As a government agency, the Tampa Hillsborough Expressway Authority owns, maintains, and operates four facilities: the Lee Roy Selmon Expressway, the Brandon Parkway, Meridian Avenue, and the Selmon Greenway. THEA is focused on being a community partner that utilizes innovation and brings projects to the region that give people safer, more connected ways of traveling. 

By improving Tampa’s transportation functionality and efficiency and enhancing Tampa’s downtown’s esthetics with pocket parks to enjoy that include landscaping, benches, and artwork, the agency is able to serve and contribute to Tampa Bay’s economic prosperity.
